Farmers Exploit Satellite Blind Spots for Stubble Burning; High-Tech Tracking Intensified
New Delhi: In an echo of the tactics used during the 1998 Pokhran nuclear tests—where scientists timed operations around foreign spy satellite overpasses—farmers in Punjab and Haryana are reportedly scheduling stubble burning around the transit windows of monitoring satellites.
Surveillance Gaps: Agricultural fires are primarily monitored by polar-orbiting satellites, including NASA’s Terra and Aqua (MODIS) as well as Suomi-NPP and NOAA (VIIRS).
Because these orbiters pass over northwest India during fixed midday hours, burning carried out in the late afternoon escapes real-time detection, creating a misleading drop in official fire incidents. Advanced Monitoring Systems: To counter these blind spots, environmental research organisation iFOREST developed the 'Fire Watch' platform, integrating Meteosat geostationary observations (updated every 15 minutes) and ESA's Sentinel-2 imagery to accurately map burnt acreage.
Strategic and National Efforts: Following recommendations from a Parliamentary Standing Committee urging dedicated geostationary environmental satellites, focus has shifted to domestic assets. While advanced surveillance satellites like EOS-05 remain primarily designated for national security, the National Remote Sensing Centre (NRSC) uses Cartosat-3 and post-burn scar analysis to report non-compliance directly to the Commission for Air Quality Management (CAQM).
